A Miami address does not mean the City of Miami
The jurisdiction question quietly wastes more South Florida permit time than anything else. Here is how to answer it correctly.
Mailing address and jurisdiction are different things
Large parts of Miami-Dade County carry a 'Miami' mailing address while being located in unincorporated Miami-Dade County, which means they file with the County's Department of Regulatory and Economic Resources rather than the City of Miami's Building Department.
The two have different portals, different requirements, and no shared record system. Filing with the wrong one does not get forwarded. It gets rejected, after you have waited.
How to actually determine it
Start with the folio number rather than the address. Pull the property record from the county property appraiser and check what municipality, if any, the parcel sits in. The property appraiser record is the authoritative starting point.
Be careful with pairs of jurisdictions whose names look alike. Miami and Miami Beach. North Miami and North Miami Beach. Hialeah and Hialeah Gardens. These are separate governments with separate building departments, and confusing them is common.
In Broward the practical picture is easier, because the county and its municipalities share the ePermits OneStop portal for submission and review. You still need to know which municipality applies, because zoning, fees, and local amendments remain municipal.
The second jurisdiction people forget
In Miami-Dade, county-level environmental review through DERM can apply to a project even when the building permit itself is municipal. Septic systems, wells, tree removal, waterfront work, and certain commercial uses all route through it.
This is the most commonly underestimated review desk in the county. A file that is otherwise clean can sit for a long time because nobody accounted for it at the start.
